The chart above shows that funding of university students from poor families by the national Department of Higher Education and Training (DHET) has been on a study increase over the past few years. The funding is administered on behalf of the DHET by the National Student Financial Aid Scheme (NSFAS). For the current 2016/17 financial year, the DHET has earmarked R8,9 Bil towards the NSFAS, this represents a staggering 117% increase on previous financial year. The aim of the NSFAS is to increase access to higher education for students from poor families, who happen to be mainly black. While this funding has resulted in more university enrolments by black students, somehow many of these students do not progress to graduation.
