Government's ICT strategy seems to be coming together. At a recent media event, Communications Minister, Dina Pule announced progress on a number of initiatives, least of which was the plan to finally launch Digital Terrestrial TV (DTT) in quarter three of 2012. Government has missed its roll-out deadline once before and one wonderes what has changed this time around, that will allow government to stick to this new launch date.
One of the key stumbling blocks in the past, was lack of clarity on government strategy as this relates to the manufacturing, distribution and funding of the in-home set-top-boxes. The set-top-boxes (STB) are necessary for reception of the broadcast signal into the home. The Minister did not announce much detail around the matter of STB's. Another matter the Minister did not speak much on, is whether or not a special team has been set up to systematically manage the launch and roll-out of DTT. Successful Implementation of DTT will require special resources within the Department, business as usual will simply not cut it.
